Executive Director

Brian has been Executive Director since June 2021, and his experience and education are assets to the organization.  He is a professional with over 26 years of experience in successfully executing and leading high-priority real estate projects, implementing complex real estate developments, and other special projects to drive revenue, market share, and profitability gains.  He is highly regarded for cultivating productive relationships with Federal, State, and Local agencies and other key stakeholders, management professionals, project consultants, landscape architects, architects, and multi-functional engineers.  He has broad experience with deep knowledge of team coordination with City and County staff, architects, engineers, planning, and construction professionals.  Brian has a Bachelor’s Degree in Landscape Architecture and a Master’s Degree in Business Administration.  Brian’s background experience includes real estate development, planning, and design of architectural projects worldwide.   He has experience in local and regional governments with project development; preparation and oversight of budgets and forecasting; presenting and expanding business performance, writing and developing additional funding sources; partnering with businesses; and collaborating with area educational institutions.

Economic Development Specialist

Matt has been employed with LOCLG since September 2020. His primary responsibilities include comprehensive planning, project coordination, CEDS development, reporting and compliance, economic development planning, and grant writing. Matt deploys programs and resources and provides technical assistance to communities and constituents.  Matt holds a Bachelor’s Degree in Business from Central Methodist University.

James has been employed at LOCLG since January 2022. James holds two degrees, a Bachelor of Science Degree in Economics and Finance and a Bachelor of Science Degree in Marketing and Management from Arkansas Tech University.  His primary responsibilities include grant writing and administration, project coordination, CEDS development, and City and County ARPA funds reporting and compliance.  James deploys programs and resources and provides technical assistance to communities and constituents.

GIS Specialist/Planner

Kyle has been employed with LOCLG since February 2022. He has 20 years with the United States Army.  Kyle worked with Geospatial Engineers in the Army that directly supports military operations Disaster and Homeland Security.  He will be assisting with local and regional planning activities, including environmental reviews, transportation planning, community and economic development planning, and hazard mitigation planning.  He has experience developing GIS mapping of cities’ infrastructure, zoning, and updating and reporting on the regional transportation plan; and the regional comprehensive economic development and strategy.

Community Specialist
Grant Writer

Joni is the most recent member of the LOCLG team and was hired in May 2022. Her primary responsibilities include grant writing and administration, data collection, technical assistance, and researching, analyzing, and organizing data into reports. Joni has a background in grant writing procedures and the auditing process for grant applications. Joni deploys programs and resources and provides technical assistance to communities and constituents.

Loan Officer

Cleo recently joined the LOCLG team in June 2022. Her primary duties are loan processer and loan closer. Cleo has 30 years of experience with communication and client skills as a business office manager, loan processer, and tax preparer.

Administrative Assistant

Regina has been at LOCLG since August 2020 and provides administrative support to the Executive Director and other staff members.  Her primary duties include taking meeting minutes and preparing meeting summaries for the LOCLG Board, COD Board, committee meetings, and various public meetings hosted by LOCLG.  Regina has over 20 years of administrative experience and has worked for a local municipality as the Deputy Village Clerk.  She has also held a position in the Paralegal field for over five years and has an extensive volunteer background for more than 15 years with a local school district.

Fiscal Officer

Margie has been with LOCLG for over 20 years. As the Fiscal Officer for LOCLG, she is responsible for the accounting and reporting of all financial activity of the organization and affiliated projects.  The accounting includes bookkeeping and reporting financial activity to numerous federal, state, and local entities.
